Dock arbitrary window

When I use a program like conky in i3, I can get it to dock to the top of the screen one one monitor, always visible no matter which workspace I'm on.

Can I do this with an arbitrary window, like pidgin or xterm? I'd like to have a program visible no matter which desktop I'm on.

No. What you are referring to is called “sticky windows” and not implemented (as of i3 v4.5)
